- Abstract
The article offers the author's response on the article by Mary Margaret Penrose on the uncertainty inherent in the Article V Convention process in the U.S, published within the issue of the journal. It highlights the issue of the disagreement between the author's views with Penrose regarding the role of the States against Congress and the role of the Courts. The purpose of the inclusion of the convention method of amendment within Article V, noting how it can be made safe, is discussed.
