Abstract
The author reflects on the massive funding for universities in Pakistan in 2003. The author assesses that it teaches valuable lessons for other developing countries, such as that conventional wisdom is not always right and the years of reform have coincided with the increase of authors publishing in research. The author also asserts that it emphasized that accountability is essential since this was not a priority of the country's educational reform.
