- Abstract
In order to continuously promote the equalization of public education services, teacher education and the construction of the teaching staff in elementary education have been included in China's public policies and become an important part of supporting public education services since the 19th National Congress of the CPC. The current policies for teacher education and the construction of the teaching staff in elementary education in China are mainly based on the core value orientation of quality, efficiency, fairness and balance. In the process of policy implementation, it is necessary to fully consider the realization of public interests with fairness and balance as the core value, give full play to the autonomy and coordination of teacher education institutions, strengthen the autonomy and value orientation of teachers爷 professional development, and construct the professional development support system for teachers in counties.
