- Abstract
The article offers a look at the history of the ratification of Title VII civil rights law and policy in the U.S. on July 2, 1965 and discusses the progress of the country's attempt to deal with the effects of slavery, racial segregation and employment discrimination. With the enactment of the Freedmen's Bureau Act of 1866, the range and diversity of race specific measures faced many challenges from the opponents of race-conscious remedies. It is inferred that the Equal Employment Opportunity Commission (EEOC) needs to broaden its role for the evolution of the Title VII policy and to manage the continuing challenge of creating fair employment practices in the country
