- Abstract
The author comments on an attempt to investigate the alternative arrangements to the civil liability of a government official. He discusses the importance of understanding why errors in decision-making occurs and the consideration of incentives to good behavior. He explains the issues that are sources of errors in decision-making and the reason why a civil liability lawsuit will not have any effect on behavior. He argues the difficulty of determining the correlation of the rate and type of errors to the function of an official.
