- Abstract
The Fatwa Authority is a title which is given to a person to carry out fatwa duties on behalf of shaikh al-islam when several problems emerge. Indeed, the firs appointee to this position was not named as Fatwa Authority. Mehmed Muhyiddin Efendi who stand in for the Fatwa position is acknowledged as the first Fatwa Authority, due to his duty. However the officers had been soon began to appoint as Fatwa Authority. While The Institution of Fatwa Authority which has such a beginning was relatively simple, away from institutionalism and person-centered until the beginning of 19th century, hereafter it had been institutionalized from day to day. The most important turning point in the realization of transformation is that the institution of shaikh al-islam, on which this instution depends, take a stable structure in terms of location. Accordingly, appointment of of large number of officials to the instution for meeting the increasing workload, transformed it into a large staff structure. In this study, the causes which necessitates to assign a Fatwa Authority; who, how, and when was assigned as Fatwa Authority; how the instution has become more efficient in proportion to first period; and the regulations that make systematic it and the parts of this institution will be analyzed.
