- Abstract
In this article, the author discusses the natural conflicts involving the Low Impact Development (LID) policies and water rights in California. She provides an overview for a subsequent discussion on the legal rights and responsibilities that potentially attach to LID projects. She reviews the state's doctrines that apply to stormwater drainage and capture and appropriative water rights. She also forecasts problems and conflicts if LID strategies become widely adopted.
