- Abstract
Portugal reached the mid-20s of last century without a proper network of roads that suited the needs of the country. This was recognized by several governments that due to the weakness of finance and political instability failed to create conditions for the construction of a road network in accordance with the requirements for transporting people and goods in acceptable condition. The "National Revolution" of 28 May 1926, at the outset, provided for changing the status quo. The Roads Autonomous Directorate, created in 1927, provided with funds for five years, began to rebuild the most important roads, and later, in 1933, started modernizing the road network and giving it higher specifications. The laws regarding roads, published during the first half of the twentieth century, contain much information that is the subject of this article.
