The author discusses the aspects of open access publishing and suggests ways for scholars to differentiate between legal and illegal publishers. Topics include steps to be followed by publishers in order to be deemed legal like inclusion of citations and object identifiers, technical evaluation of scholarly journals and complying with ethical and legal frameworks. Also discussed is the importance of peer review of scholarly articles.
