ANALYSIS OF RESOLUTIONS ADOPTED IN STATE COUNCILS FOR WATER RESOURCES IN THE EASTERN AMAZON AND THE IMPACTS ON COMPLIANCE WITH THE NATIONAL POLICY ON WATER RESOURCES.

- Abstract
Objective: This article presents an analysis of the resolutions approved in the State Water Resources Councils (CERHs) of the Eastern Amazon in order to indicate performance in relation to compliance with the national water resources policy. Theoretical framework: The main theoretical bases that support the research were: Law n° 9.433/1007 and the competences and purposes of the CERHs. Method: The research consisted of a quantitative, exploratory and documental approach, with a survey of resolutions published between the years 1997 to 2021, on the websites of the environmental secretariats of the states of Amapá, Maranhão, Mato Grosso, Pará and Tocantins, resulting in the identification of 402 resolutions. Content analysis and descriptive statistics, tables and graphs were used. Results and conclusion: It was found that the councils of Mato Grosso, Maranhão and Tocantins have 148, 112 and 110 approved resolutions, respectively, indicating better deliberative and normative performance. On the other hand, the councils of Pará and Amapá have only 24 and 8 resolutions approved, respectively, evidencing the need to intensify activities related to deliberations and standardization of topics of interest to the management of water resources. Research implications: The research brings results that point to the deliberative-normative panorama of the 5 CERHs in the Eastern Amazon. Originality/value: The research contributes to the elucidation of how the dynamics of deliberation and normalization occur in the CERHs of the Eastern Amazon and the information will be able to subsidize the planning of actions, by the state environmental secretariats and members of the councils, aimed at improving the process decision-making, as well as the advancement of deliberative capacity and water management in the states of the Eastern Amazon.
