- Abstract
Prevalence of HIV infection in low and middle-income countries hinders economic growth and development. Although the medical outcomes of antiretroviral therapy (ART) for HIV are well described, less is known about how ART impacts the economic activities and quality of life for people living with HIV. This paper will assess the economic outcomes of ART programs (including effects on morbidity prevalence, labour productivity, employment and income levels and overall household welfare) through an examination of program rollouts in a diverse group of low and middle-income countries facing high HIV prevalence. The results demonstrate that, in addition to the large health gains generated, the economic benefits of treatment will substantially offset and likely exceed program costs within a relatively short time frame. The significance of these economic benefits reinforces the need for universal access to ART programs as an effective and essential strategy for economic development in low and middle-income countries.
