- Abstract
The article examines the development of conceptions of (indigenous) sovereignty and territoriality within the regional forum of the Arctic Council, often considered to be a role model for the political representation of indigenous interests. The empirical analysis entails a comparison between these conceptions within the Arctic Council, on the one hand, and the Inuit Circumpolar Council (ICC), on the other hand. The analysis aims to comprehensively map as well as to create a typology of various understandings of sovereignty in order to be able to examine how indigenous conceptions find their way into political discussions of the Council, and in order to trace whether they influence political output. In a second step, reciprocal influences between the Arctic Council, global conventions and transnational actors (the ICC) are analyzed in order to determine to what extend the Arctic Council can be considered to be a norm entrepreneur in this field.
