- Abstract
The article focuses on the development of merits review after Antiterrorism and Effective Death Penalty Act of 1996 (AEDPA) which address petitions for a writ of habeas corpus by state prisoners. It mentions U.S. Supreme Court will decide this coming term in Wilson v Sellers by issuing a summary disposition affirming the decision of a lower court whose written opinion rejected the merits of the claim. It also mentions triplet heads of finality, comity, and federalism.
