- Abstract
The article discusses U.S. president Barack Obama's reversal of former president George W. Bush's ban on U.S. funding to international aid groups that perform or offer advice related to having an abortion. The "global gag rule" was initially instituted in 1984 during the presidency of Ronald Reagan and repealed by former president Bill Clinton in 1993. Bush reinstated it in 2001. Obama has halted all pending rules, regulations and policies by the Bush administration.
