- Abstract
This article discusses the draft interpretive bulletin on investment education released by the U.S. Department of Labor in December of 1995, offering an analysis of the draft bulleting as it was written. The first section gives a brief regulatory background of the Employee Retirement Income Security Act sections involved with the issues concerning investment education versus advice. It continues by analyzing the four safe harbors, or categories of information that generally will not be considered investment advice in the interpretive bulletin, and discusses the strengths and possible liabilities of the bulleting as it is currently written.
