- Abstract
As from the early XIX century, English andAmerican missionary organizations started their activities in the Ottoman Empire in order to spread the Protestantism. Especially the ABCFM that was established within this structure in Boston was performing the most remarkable works on the Ottoman territories, in terms of both participation and extensity. Even though the working conditions of missionaries became more convenient together with the declarations of the Rescript of Gulhane and Rescript of Reform, the attitude of Eastern Churches disturbed the Protestant missionary organizations. In this context, American missionaries requested help from the English Government for the solution of their problems. Since England responded positively to this request in line with their own benefits, a process that developed in favor of Protestant organizations started to be experienced. In the late XIX. century, United States of America also needed to follow the missionary activities more closely Such that the US Department of State adopted the method ofgunboat diplomacy, and apparently took the American missionaries under preservation. This condition not only embodied gradually the missionary-minority relation that was intertwined and had an interest association, but also enabled the Armenian incidents to become an international problem. Giving information about the foundation and development processes of Protestant missionary organizations, this study will assess the attitudes of English and American foreign policy actors towards this subject.
