- Abstract
The article focuses on the need by the U.S. government (USG) agencies and the Department of Defense (DOD) to make cooperative health engagement (CHE) the basis for all their humanitarian-civic activities. It adds that CHE should observe the aim of increasing host-nation capability and capacity. The CHE issues medical diplomacy and building partnership capacity are examined. It discusses several challenges related to medical humanitarian activities which include the unwillingness of nongovernmental organization (NGOs) to work with the DOD.
