- Abstract
The article, the first in a series, discusses the development of a U.S. naval general staff under the Office of the Chief of Naval Operations. The administration of naval affairs in the United States from 1789 up to the start of World War I is discussed, including the establishment of the Naval War College in the late 19th century, and the move toward a general staff in the Navy Department in the early 20th century.
