- Abstract
This article discusses the development and construction of a constitution in 2009 in Bolivia, with a particular focus on the extension of rights to regional groups in the country. The author comments on the influence of the changes in educational policies in the 1990s on these civil rights. The political activity and participation of Bolivian native groups is also examined.
