- Abstract
The article discusses what is referred to as the security sector reform (SSR) known as brassage, or military integration, of the Armed Forces of the Democratic Republic of the Congo (FARDC) from the late 1990s through 2010. An overview of the FARDC's putative culture of impunity allowing human right violations and human rights abusers within its ranks, including those who allegedly sexual assaulted and raped women and children, is provided. An overview of the former leader of the militia the National Congress for the Defense of the People (CNDP) General Laurent Nkunda, including the potential for his former militia's integration within the FARDC and his relationship with the Congolese government, is also provided.
