- Abstract
The author emphasizes the relevance of ballot initiatives in the achievement of equal rights in the U.S. He notes that direct democracy is the only form of government that is closer to the people. He explains how the relationship between the government and private citizens may be altered in subtle ways. He argues that the decision of the U.S. Supreme Court to adopt an expedient view the Equal Protection Clause of the 14th Amendment resulted to the continuation of unequal treatment of African Americans.
