- Abstract
This study examines the murder crimes in the last period of the Ottoman Empire and the procedures followed when solving these crimes. The study covers generally the second half of XIX. century and the beginning of the XX. century. Documents from the Presidential Ottoman Archives, second-hand sources and a professional journal of the period called "Police Journal" was used in the study. While in similar studies the focus was on the number and causes of crimes after examining the general order of public in a country or city, this study focused on the importance attached by the state to solving crimes of murder and finding the perpetrators and the methods used by law enforcement officers and judicial agents in that process. At the end of the study, it was found that the Ottoman State had created the legal infrastructure for punishing murderers, attached great importance to the elucidation of these crimes with material evidence, and expected the same of judicial and civil agents. The responsible agents used methods including fingerprint, photography, used forensic services and some biological analyses in light of the related developments of the time as well as the traditional methods such as hot pursuit and taking statements. They also put the evidence through criminalistic examinations using experts and their own experience.
