The World Health Report 2000: dialogue of the deaf?

- Abstract
The article focuses on World Health Report (WHR) 2000 that was published in June 2000. Rarely has a WHO publication attracted so much attention. The report is aimed primarily at policy makers and their officials. As such it is not a scientific report, but nevertheless it is research based with extensive references and numerous underlying, largely unpublished, working papers. WHR 2000 has certainly created debate, but whether it has led or will lead to better policies remains unclear at best. From day one the WHR 2000 has been met by worldwide criticism from the scientific community, public officials, and politicians. Criticism has usually been prefaced by polite acknowledgement of the importance of the task and the enormity of the undertaking. Professor Martin McKee of the London School of Hygiene and Tropical Medicine, and a member of the regional reference group for the WHR 2000, notes a few positive points in his BMJ-editorial. But he also notes that the WHR 2000 has not provided a valid answer to the question of whether one system is better than another.
