- Abstract
The article focuses on the battle between Henry "Scoop" Jackson, a presidential candidate in 1972 and 1976, and Senate Foreign Relations Committee chair J. William Fulbright over U.S. foreign policy in the Middle East, particularly military sales to Israel during the Arab-Israeli war in the 20th century. It examines the U.S. Congress role in the development of the U.S.-Israel special relations during President Richard Nixon's first term. It also explores the battle between the executive and legislative branches over military sales to Israel for the Arab-Israeli peace process.
