- Abstract
The author responds to a commentary on his argument about the use of expanding bullets, known as Dum-Dum, in Great Britain during colonial campaigns against non-white opponents during the 1890s. Topics discussed include highlights from the 1899 Hague Conference where British officials discussed the use of expanding bullets against white opponents, use of expanding bullets in savage warfare in 1896 and some examples suggesting the intended use of the Dum-Dum projectile against non-white enemies.
