- Abstract
An essay is presented on the developments in the advocacy of indigenous Australian for constitutional reform to recognise their rights and legal legitimacy, which has been strengthening by the Council for Aboriginal Reconciliation (CAR). It stressed that the aspirations of Indigenous people for recognition in the preamble should not be a replacement of substantive recognition in the Constitution. It explores the advancement of the preamble debate since the Constitutional Convention in 1998.
