- Abstract
The article "Bureaucracy in Engagement and Volunteering - Practical Challenges in Bureaucracy Reduction and Citizen Participation" deals with the challenges of bureaucracy reduction and citizen participation in the field of engagement and volunteering. The author emphasizes that bureaucracy reduction and citizen participation are not only tasks of the legislator, but also topics of organizational development. The characteristics of Weber's bureaucracy are described, and the importance of training, freedom in hiring and promotion, as well as rule-based action in administration, is emphasized. The text also describes the characteristics of bureaucracy in public administration and emphasizes the importance of continuity, predictability, and incorruptibility. It is pointed out that bureaucracy also exists in other areas such as insurance, private banks, and property management. The article also discusses the concept of "citizen proximity" as a way to improve interaction between citizens and public administration. Various measures to improve accessibility and reduce bureaucracy are proposed, such as the digitization of administrative services, "nudging," and the explanation of regulations. The German Foundation for Engagement and Volunteering offers online webinars to improve the comprehensibility of funding programs. It is emphasized that the effort to promote citizen proximity and reduce bureaucracy brings challenges and requires good ideas for administration.
