- Abstract
Diplomacy has sometimes been made to appear as the equivalent of foreign policy, but it is the government, not the diplomats, that formulate foreign policy. In order to conduct its foreign policy, a government will need to manage and adapt its international relations through the application of different forms of pressure, which significantly depend on the real power behind them. However, under normal circumstances it conducts its international discourse by negotiation and this is diplomacy. If it applies skillfully and sensitively a persuasive argument at the right time, it may obtain better results, rather than applying persuasion supported by the threat of force, as it provokes resistance and eventually leads to war. Therefore, diplomacy through its different types according to the field and kind of activity plays a significant role in shaping the international relations. Diplomacy provides for one state's interests to interface with the interest of another state and it aims at managing the foreign policy goals primarily by implementing the goals, but also by devising foreign policy decisions. Diplomacy is applied to manage the foreign policy goals with a primary focus on communication, negotiation and mediation when the interests of states cannot be reconciled, which requires explicit bargaining to identify the area of agreement. When there is a will and opportunity to negotiate, and when it is explicit, it can converge and underline common interests between states, prevent misunderstanding, emphasize the prospect for communication between the parties, and define feasible steps to strengthen the balance of interests. The content and practice of diplomacy is designed by the changing nature of sovereign political actors, including new types of actors, expanded scope of subject matter, different levels of diplomatic engagement, and different types and techniques of diplomacy.
