- Abstract
The study is a philosophical reflection on questions of sovereignty, seen through a comparative analysis of the two philosophers; Thomas Hobbs and Samuel Pufendorf. The field of study lies between political philosophy and the philosophy of law. The review of the literature focused on the most prominent philosophers such as Machiavelli, Boden, Spinoza, Locke, Montesquieu, Rousseau, Kant and others. it serves for a broader and deeper recognition of the issue of sovereignty. Bibliographic research is oriented towards comparative analytical study. Basic knowledge of Hobbes' and Pufendorf's philosophical thesis is important to this topic, and the comparative analysis aims to show the discourse on issues such as the idea of objective social unity and the way of concretizing people's sovereignty. The comparison focuses on the form and content of the social contract. The basic issue is the relationship between popular (political) sovereignty and state sovereignty. The discourse emphasizes the nature of sovereign power and the problem of freedom, questioning the principle of representativeness. Between the idea of indivisible force and the power to do justice, sovereignty is placed in conflicting situations identified in the comparison. The study goes deeper into the discussion of the political-legal system and the concept of the rule of law. In the background, the relationship between internal and external sovereignty is a complex issue, where the essence of sovereignty is often violated.
