- Abstract
The article argues that norms can overcome some of the barriers to reforming environmental behavior in the U.S. The perception that individual contributions to environmental problems are small is one of the challenges to changing behavior. People pollute when they drive their cars, fertilize and mow their yards. Almost a third of the chemicals that form smog are released by individuals. People develop a variety of filtering mechanisms to help them focus on some things and this serves as a cognitive barrier that may prevent them from dealing with polluting activities. Personal habits also pose an obstacle to changing behavior.
