- Abstract
The government of Great Britain has been preparing its development strategy for the National Health Service (NHS) for the next five years, four years on from the NHS Plan. The development plan was published in June 2004. This has coincided with a new focus on public health, with a public health consultation and a new public health white paper in preparation. If there has been one overriding theme for public service reform over the past decade it has been the provision of a greater level of choice within services which remain predominantly publicly funded and provided. In public health, people are reminded of individual responsibility for looking after oneself with messages on smoking, exercise five times a week, etc. Throughout Europe, citizens are looking not only for greater choice but also for services which are designed to meet the ways in which people live in the 21st century. People wanted to be involved in decisions about their own health care, and were enthusiastic about the idea of patient held health care records.
