This article presents the structural flaws of the non-proliferation system on nuclear weapons. The problem of maintaining political legitimacy and the will to enforce rules built on a double standard poses difficulty in the system. The rule-based system requires maintenance and strength with intense and creative leadership to confront such flaws.
