- Abstract
Customs offices have been established on the borders of countries where the sovereign rights of states begin to organize and control the passages according to a set of rules. One of the most important rules is about the official document that a passenger must have, such as a visa or a passport to cross the border of a country. One of the most important among those documents is called "safe-conduct pass" or "passing permit". Safeconduct pass (passavant in French, pasavan in Turkish) began to be used during the modernization period of the Ottoman Empire for short-period passages. It was also employed to solve the conflicts regarding the borders during the dissolution period of the Empire. In this research, a general description of a safe-conduct pass will be given, afterwards its use on the basis of the instructions will be examined.
