- Abstract
The article discusses the three opinions in the U.S. Ninth Circuit Court case Renee v. Duncan, wherein it was observed that the U.S. No Child Left Behind Act of 2001(NCLB) does not define the term "full State certification." The Court ruled that the disputed regulations allowing uncertified teachers have contradicted the intent of NCLB. It recommends that there is a need to develop models of teacher preparation, evaluation, and development for providing high-quality teacher to students
