- Abstract
A case study is presented concerning the policy shift by the administration of U.S. president Barack Obama that led to eventual U.S. government support for the creation of the international organization the United Nations (UN) General Assembly's Arms Trade Treaty (ATT) as a means of humanitarian arms export controls. It examines the concept of multilateralism, arms and defense and arms industry lobbying efforts from groups such as the National Rifle Association (NRA), U.S. national security concerns, and the U.S. government's strategic response to the costs of international cooperation and public opinion.
