- Abstract
The article focuses on the implications on the views of China about the changing world order for Canada. According to historians John Fairbank and Wang Gungwu, China does not see international order but a result of the struggles among political powers. It notes that an emerging Beijing Consensus creates a tension with the existing Washington Consensus as the former concentrates on elected democracies while the latter deals with an authoritarian party state. It stresses the need for Canada to respond to the shift in the civilizational and power context.
