The article offers comprehensive overview of the evolution of music licensing since the early twentieth century, with an emphasis on U.S. copyright law's fragmented development in this area. It explores the past, present, and potential futures for licensing the public performance rights and proposed solutions to alleged failings of the current system based on how each proposal further incentivizes users and owners to meet in the marketplace.
