- Abstract
This article provides public sector executives and managers with practical guidance in the application of strategic planning in their organizations in the U.S. Strategic planning has barely penetrated the collective consciousness of the public sector, at least to judge from the paucity of articles addressing either the theory or practice of these techniques in the public arena. Resource scarcity and service demands place public organizations under great pressure to apply better planning techniques. The experience of the past quarter-century in applying strategic planning has resulted in the accumulation of considerable practical wisdom, which, while it falls short of a scientific body of knowledge, is important to the practitioner. Generalizations are obviously dangerous when the empirical base is slim. Although there is substantial literature on public planning, we do not know much about the actual application of planning techniques, in terms of the seriousness of particular applications or the actual outcomes for the planning organization (beyond merely documentation).
