- Abstract
The article focuses on the advocacy of Alaska Children's Services Inc., a nonprofit social services agency that provides help to children in Alaska. The organization has provided care for Alaska's children since 1890 when the Jesse Lee Home was founded as an orphanage on the Aleutian Island chain in Alaska. It continues to serve both rural and urban children throughout the state; it will continue to set the standard of quality care for out-of-home placement. Since the state has not taken the leadership in quality child care, it would appear that the public-private partnership between the state and providers will continue in a muddling through mode.
