The article focuses on the preparation made by U.S states concerning domestic energy use and the restriction of carbon emissions. It notes the need to change the regulatory framework to reduce carbon emissions and alter the energy use pattern in the states. It mentions the best prepared states which use fuel mixes and have the least energy-intensive economies, including the Mid-Atlantic, West Coast, and New England states.
