Abstract: This paper is considered the first attempt to examine, analyze and test the various dimensions/criteria of Malcolm Baldrige Award For Health Care in UAE via application in the field of medical care and services. The testing process included analyzing the levels of relationship among the program's determinative factors. The test has been conducted based on data derived from some of the hospitals in UAE. The various results of the tests conducted using Structural Equations Modeling indicate that several assumptions of the relationship of the dimensions are of high statistical significance (Malcolm Baldrige Award For Health Care includes seven key dimensions or criteria). This study illustrates the nature of the casual relationship as indicated by Malcolm Baldrige Award For Hearth Care, provided that the program is considered an integrated one as far as its criteria are concerned. Results indicate that there is a clear relationship between the criteria of HR Development and Management and Customer Satisfaction and so is the case between the criteria of Leadership and Information and Analysis on one hand and the criterion of Performance on the other. The study refers to the criterion of Information and Analysis as the steering wheel that drives all other internal criteria in a hospital environment, such as the HR Development and Management, Process Management and strategic Planning criteria. The study also provides an integrated model that includes 28 criteria (called Malcolm Baldrige criteria) that would be used by decision makers in local or regional hospitals when conducting other future studies or as a self assessment tool. Statistical and psychometric tests have been conducted on such a model to ensure attaining a high level of credibility, validity and consistency. This study, through the use of dimensions and criteria mentioned, is also providing a detailed conclusions about the quality level of health care and services as seen by decision makers of participating hospitals, using Malcolm Baldrige Award for Health Care Framework.
