- Abstract
The experiences of the Ottoman Empire before 1908, especially in the 19th century, for reasons such as the absence of an enterprising Muslim class, the beginning of the independence movements, and the rebellion of the minorities of the Ottoman subjects(citizens), gave rise to nationalism movements and led to the adoption of the national economy thought. In addition to the failure of the Ottoman Empire to realize the industrial revolution, the foreign trade deficits, increasing debts and alienated capital structure as a result of the implementation of the 1838 Free Trade Agreement enabled the national economy thought to dominate the state administration politically and economically. Organizations such as the Turkish Economy Congress and the Ali İktisat Council had played an active role in the reflection of national economic thought on economic policy decisions and practices. The aim of the study is to reveal the relationship of these formations with national economic thought and their importance in the economic policy decisions and practices of the period. In this study, which was prepared by the descriptive method, the original Al-i İktisat Council reports consisting of 18 reports and other sources were used.
