- Abstract
The interaction between philanthropy and public authorities in housing the poor between 1900 and 1939 in Sutton, England is explored. Focusing on the Sutton Model Dwellings Trust, the article attempts to explain the trust built comparatively few dwellings before 1939 despite its purpose and resources. Also analyzed is the potentially disruptive features of the trust that were contained by various public authorities. Using data from surviving tenants' registers, the article attempts to establish how far the trust nevertheless succeeded in housing the poor.
