- Abstract
The article examines government policies in Japan since 1945 designed to facilitate volunteerism. It is determined that intense government involvement with independent volunteer organizations helped create an image that such work was an apolitical opportunity for service. It is noted that as volunteer organizations become more willing to cooperate with public authorities and administrative agencies, their own practices changed, with a gradual introduction of market-based practices such as payment for some volunteer services.
