- Abstract
If a state (public-legal body) cannot secure its interests over a certain building by means of an agreement with its owner, whether it be because the owner refuses to sell or stipulates unreasonable demands or be it that direct action by authoritative means seems more attractive and is more efficient, then the state can decide to use its power by applying it according to predetermined conditions.
