- Abstract
The article discusses the borstal institution in Clonmel, Ireland from 1906 until 1921, a British penal system designed to reform juvenile delinquents between the ages of 16 and 21 overseen by the General Prison Board, the administration of the institution, with post-institutional care provided by the Borstal Association of Ireland. An overview of efforts at penal reform in Ireland from the late 18th century to the early twentieth century is presented. Other topics are theories of human development, the family life of inmates, and a typical daily schedule for inmates including meals, vocational training, and exercise.
