- Abstract
This article examines the relationship between local socio-economic characteristics and implementation performance by analyzing the performance of Brazilian municipalities implementing the Bolsa Família Program, the largest conditional cash transfer programme in the world. Counterintuitively, poor municipalities were found to outperform wealthy ones. Analysis of the interactions between local socio-economic characteristics and municipal administrative capacity, willingness and intergovernmental relations help to explain why this was the case.
