- Abstract
The author offers his opinion on Japanese people's distrust of representative government as of 1990 given that there has been no change in government the past thirty years nor alternative policies which people can choose from. The tarnished image of public officials and the many errors in criminal cases are some of the events described which have led the Japanese to consider a more direct democratic system, such as the use of the jury system. The author looks at the evaluation of American scholars and lawyers who are well-versed in direct democracy.
