- Abstract
The article explores the nature and implementation of design and demolition controls. The main challenge in executing the architectural control is in maintaining balance between the public's interest and the owner's freedom to do what he wishes. Different issues are also examined between zoning district landmarks as opposed to zoning individual landmarks with examples such as the Vieux Carre ordinance and the J.P. Morgan and Company Building. Controversies over the terms floating zone, the "mini-district" approach and spot zoning are explained.
