- Abstract
The article offers information on the propaganda of war communism in the international law and the concept of world public order by the Soviet Union. It mentions that Russia became the part of social structure with single political party controlling the state, after the October 1917 revolution in Russia. It mentions that on May 4, 1918, the Soviet government appealed the trade unions to help them in the struggle for peace. It states that the demonstration of the Soviet Union technique of propaganda paralleling negotiations with Central Powers were presented in the Brest-Litovsk Peace Conference.
